Decatur to layoff 6 firefighters

The Herald-Review.com recently published an article detailing the financial challenges facing Decatur, as the city faces a $1.6 million budget shortfall that will lead to significant layoffs across multiple departments, including the fire department. City Manager Ryan McCrady announced on Friday that 20 positions will be eliminated in an effort to close the budget gap for the upcoming fiscal year. Of those, six are firefighter roles, while the remaining 14 include various clerical and administrative positions. According to McCrady, 12 employees have already been notified of their layoff, with eight more positions being removed due to vacancies or expected departures. The cuts will take effect by the end of the city’s fiscal year on December 31. McCrady noted that most city departments will feel the impact of these reductions, though the police department is likely to remain unaffected. This is because the police department typically does not use its full personnel budget, and the water department operates independently through user fees. The budget deficit stems from flat revenue projections, particularly from sales and food and beverage taxes, while expenses continue to rise. A notable increase in pension costs—up 10%—has also contributed to the financial strain. Among the affected roles are two senior clerk typists, four clerk typists, a human relations officer, a human resources training officer, a plan examiner, a plan development manager, a senior long-range planner, a rehab construction specialist, and two engineering technicians. Four of the firefighter positions were already vacant, so the city will now operate with eight fire companies instead of nine. This means some fire engines may be placed on “brownout” status, where they are temporarily shut down. McCrady acknowledged the potential risks of this change. “If we had a situation where multiple fires occurred at once, response times could be longer,” he said. “But it’s hard to predict what will happen. I’m not saying running eight companies is ideal, but we believe we can still protect the city effectively.” The city’s workforce has already shrunk significantly over the past five years, dropping from 576 employees to 490 today. Rising pension costs have been a major factor in recent budget struggles, and although city council members have resisted increasing property taxes, Mayor Mike McElroy recently warned that continuous cuts are unsustainable.
