Second, the legal and regulatory framework for promoting the circular economy is still underdeveloped. Although China has enacted laws like the "Cleaner Production Promotion Law" and the "Environmental Impact Assessment Law," they fall short of the requirements for a comprehensive circular economy system. Existing regulations often lack clear guidance, specific provisions, and enforcement mechanisms, making it difficult to hold violators accountable. Third, there is a shortage of technological innovation and application in support of the circular economy. China lags behind developed countries by 15–20 years in overall science and technology. Only 15% of key technologies and equipment match international standards, while two-thirds are considered outdated or basic. Fourth, there is no unified national strategy or implementation plan to guide circular economy development. As a strategic choice for achieving a well-off society, the circular economy requires coordinated efforts from all levels of government and clear division of responsibilities among relevant departments. Lastly, there is no comprehensive indicator or evaluation system tailored to China’s conditions. While some provinces and cities are experimenting with circular economy planning, the theoretical framework and evaluation methods remain underdeveloped. These challenges highlight the need for stronger policy support, improved legislation, technological advancement, and better coordination across sectors to fully realize the potential of a sustainable circular economy in China.
