Conventional emission gas safety technical measures

In order to ensure the safe production of mines, according to the “Provisions for Strengthening Gas Emission Management” (Trial) of the “One Pass Three Prevention Document Collection” of our mine, the following routine gas emission measures are formulated, and all participants are expected to implement them carefully:

First, the applicable conditions:

1, the wind temporarily stopped short time (no more than 24 hours) and the gas concentration is less than 3% of the heading face (including coal entry, semi coal gas emission tunneling face and has a roadway rock face).

2. The cause of the wind stop is checked and the fault has been eliminated.

3, must report to the mine and ventilation team on duty, the mine and dispatch have records to check.

Second, the ground command headquarters location and command organization:

1. The headquarters is located in the mine dispatching room.

2, the general commander: on the day of duty leadership.

3. Participants: mine dispatching, security inspection, machine transportation, general defense, ventilation team, construction unit on duty.

Third, the underground command and participants:

1. The underground command is located at the telephone head of the excavation work face.

2. The underground commander: the construction unit's follow-up staff and the team leader of the ventilation team.

3. Participants: The ventilation team is mainly inspected by the ventilation team, and the construction unit assigns special personnel to assist.

Fourth, the division of responsibility:

1. The mine dispatching, security inspection department, air transportation department, general defense department, ventilation team, and construction unit duty personnel are responsible for ground command work.

2. The construction team's follow-up personnel and the ventilation team team leader are responsible for the on-site command work, and evacuate the operators in the return air flow to the fresh airflow side, and arrange special personnel to stand guard.

3. The small electrician of the construction unit is responsible for the power outage in the return air flow, and is responsible for the care of the fan and the down test.

4. The inspector of the tile is responsible for the discharge of gas at the site.

Fifth, the operating procedures:

1. After the evacuation, power outage, and post work are completed, after the fan is removed, the construction unit's follow-up personnel and the ventilation team leader are responsible for reporting to the mine headquarters, and the mine dispatched duty personnel make a record.

2. After the analysis by the ground command department, it is considered that when the conventional discharge conditions are met, the gas emission command can be issued on the spot.

3. The personnel of the underground command department will discharge the gas according to this measure after receiving the notice from the ground command.

4. After the discharge, after checking the working surface without gas accumulation, gas overrun (>1%), chip topping, wind tube disconnection and other hidden dangers, report to the ground command that the gas has been discharged, and the mine dispatch duty personnel will do it again. Record below.

5. After the ground command department determines that there are no other hidden dangers, the order for the return of the gas can be resumed, and the discharge of gas is over.

Sixth, safety technical measures:

1. All personnel involved in the discharge of gas are strictly forbidden to beat and disassemble the miner's lamp, wear protective equipment, and strengthen the independent security work. No gas may enter the blind lane if the gas is not discharged.

2. The telephones of each excavation work surface must be installed on the air inlet side of the full negative pressure airflow, otherwise it shall not be discharged.

3. Before discharging gas, it is necessary to check the gas concentration in the wind flow within 10 meters near the fan and its switch. Only when the gas concentration does not exceed 0.5%, the fan can be manually activated, and the fan down test can be performed to observe the fan operation and suction. Wind conditions, after all normal, then discharge gas work.

4. Strictly adhere to the principle of controlling emissions, adopting the air duct wrong mouth method or the long and short section air duct alternately extending the method, it is strictly forbidden to “one wind blow”, and the probe monitoring must be suspended at the first intersection of the return air flow and the fresh air flow. The discharged gas and the probe are connected to the machine to ensure that the exhaust gas flow does not exceed 1.5% of the gas concentration at the confluence of the full wind pressure.

5. If it exceeds 1.5%, it must report to the mine headquarters in time, and control the air intake of the air duct to ensure safe discharge.

6. After the completion of the resumption of work by the headquarters, the small electrician of the construction unit can send electricity from the outside to the inside.

7. This measure is organized and implemented by the district captain every month. The personnel who listen to the implementation measures must sign for future reference.

Review comments: agree to follow the measures;

1. When performing conventional gas discharge, the inspector must control the discharge under the guidance of the ventilation squad leader. The squad leader of the construction unit is responsible for the power failure of the working surface return air flow electrical equipment.

2. If the gas is exhausted from the cascade ventilation tunnel, special discharge measures must be formulated and will be approved by the chief engineer.

Review of conventional gas emission measures

1. The applicable conditions are indicated: 1 Temporary stop air is less than 24 hours; 2CH4 and CO2 concentrations are less than 3.0%; 3 Reasons for stopping the wind and power failure are checked and eliminated. Conventional emission gas measures can be implemented only when the above three conditions are met at the same time.

2. The other parts of the measures were prepared in accordance with the relevant regulations in accordance with the relevant provisions of the “Enhanced Gas Emissions”.
