Not tested but got the certificate

The Dalian Motor Vehicle Inspection Center covers an area of ​​100,000 square meters and has 12 security lines and 24 exhaust gas detection lines. Among them, 22 advanced exhaust gas testing lines were purchased and installed by Dalian City with a financial grant of RMB 35 million. The operation began in July 2010.

The reporter followed a vehicle that came in to enter the inspection shop and saw that the car was running from the exhaust gas inspection line. It took only a few minutes. The device does not turn on

Although the staff of the Dalian Motor Vehicle Inspection Center did not collect any valid data during the entire inspection process, these vehicles were successfully tested.

In the certificate handling hall, all the owners who came to test had received the “Environmental Protection Inspection Mark” after paying a 50-yuan inspection fee. The 22 suppliers of equipment for the inspection line had a video of the vehicle inspection performed by the company's engineers at the Dalian Motor Vehicle Inspection Center in September 2010.

The video shows that the wheel of the vehicle to be inspected is not pressed on the chassis dynamometer at all, and the exhaust pipe is not inserted into the probe and the casing. It only stays for a few minutes and the vehicle completes all testing procedures.

The video shot in September last year coincided with what the reporter observed on the exhaust gas test line on January 20 and 21, and on February 16 and 17, respectively.

At the end of September 2010, the equipment supplier copied the system's database while performing system maintenance. The database shows that after September 2nd, 2010, the Dalian Motor Vehicle Inspection Center did not open this equipment. However, the Dalian Motor Vehicle Inspection Center had the inspection fee and the certificate of compliance.

The EPA denied falsification

For falsification in the detection of exhaust gas, the person in charge of the Vehicle Pollution Control Department of the Dalian Environmental Protection Bureau strongly denied it.

Why the blatant false detection is not controlled? In this regard, the relevant person in charge of the Dalian Environmental Protection Bureau said that the exhaust gas detection line must be used, because there is no test data, there is no way for the owner to print a test sheet. The reporter found on the exhaust gas test sheet of the Dalian Motor Vehicle Inspection Center that there were information such as the owner’s name, vehicle number, appearance, and 50 yuan charge, but none of the EPA’s exhaust inspection data was mentioned. The owner is based on such a test sheet and got the environmental protection inspection mark of the motor vehicle with the official seal of the EPA.

It is understood that on average, more than 800 vehicles pass through the so-called test every day in Dalian. However, these vehicles are qualified and unqualified, and they are still confused.
