The world's sixth largest tire company, Japan's Sumitomo Rubber Industry Co., Ltd., was the second factory in China. On February 19, 2011, it laid the groundwork for the construction of the Xingsha Industrial Base in Changsha Economic and Technological Development Zone.

China's fast-growing automotive industry and growing demand are the main reasons for Sumitomo Rubber's decision to put into operation the second factory in China. Sanyo Shizo, head of Japan’s Sumitomo Rubber Co., Ltd. who attended the groundbreaking ceremony, said that China has become the world’s largest auto sales market and this pattern will continue. Sumitomo Rubber will therefore make great strides in China’s development.

In the 1990s, Sumitomo brought the "Dunlop" tires to the Chinese market and established its first factory in China in Changshu, Jiangsu Province in 2002. The first-phase tire project settled in Xingsha Industrial Base, Changsha County, Changsha Economic Development Zone, will have a total investment of approximately US$300 million and an area of ​​600 acres. It is expected to be put into production in July 2012, with an annual output of 10.5 million tires after reaching full production, and a production value of RMB 3 billion. yuan.

Sumitomo Rubber's “marriage” with Changsha Xingkai Industry Base in Jingkai District provided strong support for the development of the Changsha automobile industry. According to Yang Qiwen, secretary of the Changsha Economic Development Zone Party Committee and secretary of the county party committee, in recent years, with the introduction and entry of companies such as GAC Fiat, Beiqi Foton, and Shaanxi Auto Heavy Industry, Changsha has become the first city in China to have the most complete vehicle manufacturing capacity. . The automobile and parts supporting industries will become the core strength of Changsha's economic growth.

The reason why the second factory was sited at the Xingsha Industrial Base was Sanzhi Zhizhi’s bluntness because of the complete supporting facilities, adequate labor force, and good government environment. It is reported that in August 2010 Sumitomo Rubber signed a contract to open a second factory. In September, the Hunan company was established and began preparations. In just over 4 months, the foundation of the land formation has been successfully laid.
