In 2010, the level of mechanization of rice planting in the country was only 20%, which resulted in a further widening of the mechanization gap between rice and wheat and corn. Second, the southwest region represented In hilly areas of the mountains, basic conditions for the development of agricultural mechanization are weak, and the level of rice mechanization lags behind.

Seizing the crucial link of machine insertion and fighting for a tough fight, the meeting believes that rice transplanting machine technology has the advantages of “increased production, income generation, time saving, and labor saving”, and its promotion speed is not fast. Mainly because of the three "not in place": First, the ideological understanding is not in place, and second, technical training is not in place, and third, the combination of agricultural machinery and agronomy is not in place.

The meeting proposed that during the “Twelfth Five-Year Plan” period, we must increase government support, strengthen service organizations, promote demonstrations, and adhere to agricultural and agricultural cooperation. We must focus on planting and harvesting the two key aspects of mechanization to promote rice production.
