During the recent two sessions, Ma Fucai, a member of the National Committee of the Chinese People's Political Consultative Conference and deputy director of the National Energy Leadership Group Office, emphasized that China’s energy demand is expected to continue rising sharply in the coming years, bringing significant environmental challenges. To address these issues, he outlined four key strategies aimed at promoting sustainable development in the energy sector.
In 2007, China consumed a total of 2.65 billion tons of standard coal, marking a 7.8% increase from the previous year. Coal remained the dominant energy source, with consumption reaching 2.58 billion tons, up 7.9%. Crude oil use rose by 6.3% to 340 million tons, while natural gas consumption surged by 19.9% to 67.3 billion cubic meters. Electricity consumption also saw a substantial increase of 14.1%, reaching 3,232 billion kilowatt-hours. Looking ahead, it is projected that by 2020, total energy demand will reach approximately 4.4 billion tons of standard coal, with an average annual growth rate of 4.6%.
Ma Fucai stressed that achieving coordinated energy and socio-economic development requires focusing on four critical areas. First, implementing an energy conservation priority strategy is essential. This includes enforcing stricter energy-saving policies, optimizing industrial structures, and enhancing energy management practices. Second, diversifying energy sources should be a top priority. This involves increasing fossil fuel exploration, accelerating hydropower and nuclear power development, expanding renewable energy initiatives, and investing in new and alternative energy technologies.
Third, environmental protection must be integrated into energy planning. Strengthening laws and regulations, promoting clean production methods, and improving coal recycling processes are necessary steps. Additionally, ensuring energy security while protecting the environment is crucial for long-term sustainability. Lastly, international cooperation plays a vital role in securing China’s energy future. By aligning with global energy security efforts, China can foster broader collaboration, develop new energy concepts, and work together with other nations to build a more stable and sustainable energy system.
