Shanghai formulates waste asphalt recycling policy

In recent years, the reuse of recycled asphalt from road excavation has become a key focus in sustainable construction practices. In Shanghai, old asphalt is no longer considered waste but rather a valuable resource that can be reprocessed and reused. The Shanghai Central Link Project serves as a prime example, where all recycled heat-recovery materials were used for the middle and lower layers of the road surface. The project is expected to utilize approximately 280,000 tons of recycled asphalt materials, significantly reducing the need for new raw materials. Previously, old asphalt mixed with waste material from excavated roads was often discarded as waste, leading to environmental concerns. Roads were repaved using new asphalt and stone, which required large quantities of materials from nearby provinces like Jiangsu and Zhejiang. This process not only caused significant transportation costs but also led to excessive waste and potential groundwater contamination due to rainwater washing over accumulated waste asphalt. To address these issues, the Shanghai Municipal Government initiated research in the second half of 2002 to develop standards and management regulations for the recycling of bituminous materials. They established procedures and networks for the collection and reuse of old asphalt. Two main methods are used for producing hot reclaimed mixtures: industrial thermal regeneration and on-site thermal regeneration. Four asphalt mixture manufacturers were selected based on their geographical distribution, and two additional recycling points were added last year. Additionally, the equipment used for industrial thermal recycling was upgraded to improve efficiency. Field trials and practical applications have shown that the technical performance of hot-reclaimed mixtures meets the same standards as traditional asphalt mixtures, with comparable strength and durability. Since 2003, the Shanghai government has actively promoted the use of recycled asphalt in road construction. Contractors are now required to apply for excavation permits and commit to recycling old materials. Over the years, more than 380,000 tons of used asphalt have been recycled, along with 210,000 tons of other materials. Based on a 30% blend ratio, over 700,000 tons of heat-reclaimed asphalt mixtures have been used in road projects. Looking ahead, the city plans to expand the use of recycled asphalt in large-scale infrastructure projects, including road renovations and expansions. The Shanghai government continues to support this initiative and is working on developing more comprehensive regulations for the recycling and utilization of old road materials. Thermal recycling plants also benefit from tax incentives aimed at promoting sustainable practices in the construction industry.
