May be implemented next year in Europe III Beijing will introduce local vehicle oil standards

The State Environmental Protection Administration (SEPA) recently announced the start of the second phase of China's national motor vehicle emission standards, equivalent to the Euro II level, which will be enforced from July 1. This move marks the end of production and import of vehicles meeting only the Euro I standard. According to a reporter, Beijing is planning to implement the Euro III emission standard starting January 1 next year. Previously, Beijing and Shanghai had already adopted the Euro II standard on January 1, 2003, and March 1, 2003, respectively. Zhang Lijun, Director of SEPA’s Pollution Control Department, emphasized that Beijing will continue to lead nationally in implementing stricter emission regulations, aiming for Euro III compliance by next year. The plan is currently under review by the State Council for final approval. As the Euro III standard approaches, many car buyers are concerned about whether their vehicles will face restrictions if they don’t meet the new requirements. A spokesperson from the Beijing Municipal Environmental Protection Bureau clarified that the city will follow the principle of “old vehicle, old rules; new vehicle, new rules.” This means that only newly sold vehicles and those on the road after the implementation date will need to meet the Euro III standard. Existing older vehicles will still be subject to previous emission rules without requiring any modifications. Additionally, officials from the Beijing Environmental Protection Bureau revealed that the city’s "Automotive Vehicle Standard" and "Diesel Standard" have been finalized and will soon be officially released. These standards are expected to be implemented in ten key areas across Beijing. According to the bureau, the new regulations aim to align the local oil market with current Euro II standards and prepare for the upcoming Euro III rollout. China Petroleum Sinopec has pledged to provide Euro II-compliant fuel products in Beijing starting from July 11th, and by August next year, they will offer fuels meeting the Euro III standard. Experts predict that as oil quality improves, retail prices for gasoline and diesel in Beijing may rise.
