Handan is a well-known filter enterprise gathering place in China, and has many filter manufacturers. However, there is a lack of cooperation with each other, and there are “operating” imitations, “parasitic” sales, and low-price competition. To give full play to the advantages of industrial clusters, it is necessary to change concepts, focus on the long-term, conduct social division of labor, form an industrial chain, and implement a differentiation strategy.

Industrial agglomeration The formation of a helium-impact filter is one of the indispensable components of automobile engines. It filters engine air, engine oil and fuel to protect the engine. In the 1950s, China's first factory specializing in the production of automotive filters, the Shengtuo Tractor Attachment Factory (the predecessor of the Filter Plant), was born and became the birthplace of the Chinese filter industry.

After the reform and opening up, especially during the “10th Five-Year Plan” and “Eleventh Five-Year Plan” period, the rapid growth of automobile production and the increase in the number of car ownership have increased the demand for filters in the automotive industry. The Handan Jinwei Filter Co., Ltd., transformed from the Handan Filter Plant to an enterprise, has rapidly developed into the largest professional company producing oil, fuel and air filters in China in just a few years. China's filter industry's only brand name product - "BB brand" filter, and entered the United States General Motors' global procurement system.

With the advancement of the old leading companies in technology, talents and brands, the filter manufacturers have mushroomed. At present, there are more than 130 filter manufacturers registered in the city, employing more than 12,000 employees and an annual output value of 4 billion yuan, accounting for one-third of the domestic market. This does not include some companies that have not yet registered. It is conservative to estimate that there are more than 250 filter manufacturers.

On May 31 this year, "China's auto parts (filter) manufacturing base" was formally listed in Handan. According to a person familiar with the City Commission of Economics and Information Technology, now that the filter industry has become a gathering place for gathering resources, more and more large companies at home and abroad have come to invest in it.

The low-end competition has caused many industries to benefit from the development of the clustering industry. However, despite the large number of enterprises, there are few upstream accessory manufacturers, and a complete industrial chain has not yet formed.

Wang Jinsheng, general manager of Jinweiwei Filter Co., Ltd., told reporters that the Wenzhou filter industry in Zhejiang Province started earlier than the early days, and its scale was smaller than that of Xiaoyu. However, its industrial chain is very complete and its development momentum has been fierce in recent years. Today, the company purchases more than 100 million yuan of accessories every year in Wenzhou, Zhejiang.

Phoenix Filters Co., Ltd., which has settled down in Guangdong, has encountered the same confusion. In order to solve the problem of accessories, companies have had to pull accessories from Guangdong. In the end, 7 companies from Dongguan were brought in to complete the package. From the manufacture of molds to the packaging of boxes, Phoenix has achieved "self-sufficiency."

From Phoenix's experience, supporting companies are not unprofitable, but why can't they attract the attention of local companies?

The key is still a concept issue. More corporate bosses are less willing to do accessories and support, but are more willing to personally “fish out”. This has caused more than 85% of filter companies to concentrate on low-price competition for duplicate products.

As a result of its reputation, the brand of enamel filter is constantly eroded by fake and shoddy goods. Many manufacturers adopt "operating-style" imitation and "parasitic" sales, shoddy goods, and sales of brand names in the market, and some are large companies with an annual output of more than 10 million. In April of this year, the police in the city ended a counterfeiting den in a joint urban-rural area with an amount of nearly 2 million yuan.

Correctly guide the development of the long-term development of the "filter filter industry," needs to break the traditional concepts, focus on the long-term, and achieve a social division of labor." The relevant person of the Bengbu City Economic and Cultural Commission stated that at present, Handan is formulating relevant policies and guiding them with "visible hands". SMEs enter the supply chain of leading companies, establish strategic alliances between final products and accessories manufacturers, and increase the leading companies' matching ratio in the city. In addition, the role of the industrial association in the bridge between the enterprise and the government should also be used to achieve the sharing of resources, information, and technology.

Industry insiders pointed out that the government and the association should actively maintain the market order and crack down on counterfeiting and sales. Between production companies, they should segment their markets, identify their positions and achieve differentiated competition.

At present, Handan City is preparing to establish the first provincial-level filter product testing center in the country, actively establishing national-level R&D centers and laboratories, guiding and supporting the establishment of a public platform for industrial development, and integrating superior resources to enhance the comprehensive competitiveness of related products. At the same time, nesting and attracting phoenixes attract more scientific research talents to settle down.
