Hainan Province implemented the "Hainan Province Yacht Management Trial Measures" to promote the development of the yacht industry.

According to the latest statistics, from January to October 2010, Hainan Province had 103 inbound and outbound yachts and three yacht marinas including Sanya’s Hongzhou, Haikou Meiyuan, and Haikou Port had been built, and there were more than 210 berths. There are 13 yacht docks under construction and planning. Lin Fangluo, deputy governor of Hainan Province, said: “After the “approach” is promulgated, domestic and foreign yachts will have more relaxed inspection and registration in Hainan, more flexible certification, easier immigration procedures, faster customs clearance, and more space for sightseeing.”

The Haikou Municipal Tourism Commission recently announced the preliminary study of the master plan for the development of cruise yacht tourism in Haikou, planning Haikou as the most influential yacht base in China, and building 1,000 yacht berths in 2015.

Zhou Wenxiong, deputy director of the Hainan Provincial Communications Department, said that after the approval of the Ministry of Communications, Hainan will develop the yacht industry in strict accordance with the overall layout of the yacht terminal. “The Ministry of Communications and the relevant departments of Hainan Province have separately commissioned experts to formulate construction standards. The next step the government must take to strengthen regulation and ensure a high level of development and stable development of the yacht industry in Hainan.”
